Wangsel Institute, initially the Deaf Education Unit at Drukgyel Lower Secondary School, was established on June 1, 2003, with the aim of providing education and support for children with severe to profound hearing loss. The program, initiated with the help of two hearing individuals and five Deaf adults, focused on developing Bhutanese Sign Language (BhSL) and offering basic education starting in 2004.

The objectives of the Deaf education program included fostering language and literacy skills, ensuring equal access to the national curriculum, promoting self-esteem and identity, facilitating inclusion in society, and creating employment opportunities. The program was structured around three main elements: sign language research and development, basic education for Deaf pupils, and providing vocational skills at national level.
A Special Education Meeting in April 2009 addressed various issues related to the expansion and management of the Deaf Education Unit. In October 2010, a Road Map for Deaf Education was developed and presented to the Ministry of Education, leading to the hiring of an international consultant in 2013 to further refine the plan.
In 2015, based on the Road Map’s recommendations, the Ministry approved the establishment of a standalone school for the Deaf, renaming it Wangsel Institute. From the 2016 academic year, the Institute was merged with Drukgyel Central School’s management. However, on July 1, 2019, it was officially segregated from Drukgyel Central School and designated as a Special Institute.
